关于 Andrew Dockham
Andy Dockham is a partner in the Dispute Resolution group based in Washington, D.C. and co-chairs the firm’s bipartisan Congressional Investigations team.
Andy represents clients in all aspects of congressional investigations, drawing from his 12 years on Capitol Hill leading complex high-profile investigations, including as the Staff Director and Chief Counsel for then Chairman Rob Portman (R-OH) for the Senate’s premier investigative entity, the Permanent Subcommittee on Investigations. He also served as the General Counsel for the Republican Chairman of the House Oversight and Government Reform Committee.
He uses his knowledge of internal committee process and procedure to effectively counsel clients in responding to requests and subpoenas, preparing for depositions and public hearings, and developing a comprehensive strategy for parallel federal and state agency actions.
Andy also regularly leads internal corporate investigations; advises clients on resulting legal, regulatory, and reputational risks; and identifies cost-effective, implementable remediations.

- representing the former Acting Secretary of State and Ambassador in the House investigation of the U.S. withdrawal from Afghanistan;
- advising a multinational financial institution in drafting legislation and executing a legislative strategy across multiple jurisdictions;
- advising a multinational investment bank in responding to multiple House committee requests for information regarding ESG/DEI investment practices and policies;
- representing a former bank CEO in preparing for testimony before House and Senate committees following the bank’s failure;
- advising an international climate change organization on U.S. ESG/DEI legislation and congressional oversight;
- representing an international airline in a congressional investigation related to potential ethics violations;
- representing a company under investigation by multiple congressional committees and a state attorney general related to scrutiny over the collection and use of personal location data in the wake of the Dobbs decision; and
- representing one of the world’s largest international shipping companies in a congressional inquiry regarding allegations of antitrust violations.
Andy’s recent internal investigations work:
- representing a battery recycling company in a securities class action resulting in a successful motion to dismiss, including conducting an internal investigation of fraud allegations;
- representing a global marketing and communications firm in a SEC investigation of allegations of insider trading;
- conducting multiple internal investigations for a multinational technology company regarding content moderation practices in areas considered high-risk; and
- conducting an internal investigation for a semiconductor company regarding alleged insider threats.
Examples of Andy's congressional investigations include:
- The fraudulent award of $550 million in healthcare benefits based on falsified medical records, which led to the conviction of two administrative law judges, an attorney, and a doctor;
- An international scheme by Russian oligarchs to launder money and evade U.S. sanctions through high-value art purchased at New York auction houses and galleries by masking ownership through intermediaries, anonymously owned companies, and layering funds across bank accounts in multiple jurisdictions;
- The international purchase and smuggling of illicit opioids into the United States from websites located in China; and
- The $142 million cost to government healthcare programs of a prescription drug company raising the price of an opioid overdose reversal drug by 600 percent during the opioid epidemic.
